On 17 July 2025, an Engagement Session on the Review of E-Commerce Legislation was held at Zenith Hotel, Putrajaya to engage relevant stakeholders on the ongoing review of Malaysia’s e-commerce laws. The session was led by YB Datuk Armizan, Minister of Domestic Trade and Cost of Living (“KPDN”), and moderated by KPDN officers. The engagement session brought together approximately 300 participants, including platform representatives, vendors, and users.
During the townhall, YB Datuk Armizan addressed several key aspects of the review, with a focus on ensuring the law is inclusive and future-proof. Among the matters highlighted were:
- The Ministry’s proposed extraterritorial powers to regulate foreign e-commerce entities;
- Clear regulatory frameworks for platforms, vendors, operators, and users; and
- Harmonisation and coordination between Malaysia and other jurisdictions through government-to-government (“G2G”) collaboration.
The session was well-received, with stakeholders actively engaging through a series of assertive and constructive queries. The Minister, YB Datuk Armizan, along with the Deputy Minister, YB Senator Datuk Dr Fuziah and Chief Secretary, YBhg Dato’ Seri Mohd Sayuthi, responded comprehensively to all concerns, queries and suggestions, offering clear explanations and assurances to the participants.
KPDN is currently in the final stages of reviewing the existing e-commerce laws in Malaysia. The legal review is expected to be completed by end of August 2025, following which the proposed Bill will be submitted for Cabinet and Attorney General’s Chambers approval.
This initiative is being undertaken with the support of Frost & Sullivan, the appointed consultant tasked with identifying regulatory gaps in Malaysia’s e-commerce landscape and recommending a comprehensive legal framework.
